DOD - DOT&E Support

Director, Operational Test and Evaluation

Provided the Director of Operational Test and Evaluation (DOT&E) with non-personal services in the areas of General Administrative, Human Resources, and Project Support Requirements to include facility support, security coordination and contract administrative support.  These services required a government approved effective quality control plan to ensure the Director’s administrative responsibilities were effective and efficient.  Correspondence management and oversight is very sensitive sense much of the Director’s correspondence is directed to the most senior military and civilian officials within the Department of Defense, as well as the legislative branch of government.  It deals with sensitive operational capabilities and supportability of weapons systems being introduced into the military services.  We provided highly qualified personnel to ensure the services were of high quality and that our personnel understood the sensitivity of the information and the need for accurate and reliable correspondence that meets assigned suspense dates.

We provided oversight and coordinated office workflow, as well as security oversight to ensure security requirements are met for handling classified information and office visitation and access.

DOD - Comptroller Support

Office of the Under Secretary of Defense Comptroller (OUSD(C)

Provided the OUSD(C) support services required to assist in the execution of its responsibilities.  These services were non-personal, on-site administrative and mission support services.  Support was provided to the Under Secretary of Defense (Comptroller) Front Office; Accounting & Finance Policy Directorate; Business Integration Office; Deputy Chief Finance Officer Front Office; Financial Improvement and Audit Readiness Directorate; Human Capital and Resource Management Directorate; Investment Directorate; Military Personnel and Construction Directorate; Operations Directorate; Program & Finance Control Directorate; and the Revolving Funds Directorate.  Administrative and mission support services included the management of office workflow in the areas of correspondence; maintenance schedules; fund execution and program control; contract and maintenance renewals; general office administration, and other administrative duties required in a directorate-level organization.

We provided the management oversight and coordination of all personnel resources to ensure that the OUSD(C) received the best services possible and at the best price available.  Our personnel provide effective and efficient services that are well thought of throughout the OUSD(C).

DOD - DISA Facility Support

Defense Spectrum Organization

ACI provides the Defense Spectrum Organization (DSO) Annapolis facilities support services, to include operation, maintenance, and repair of the DSO building’s physical structure and internal mechanical systems, telecommunications, mailroom operation to include postal service; property maintenance support; courier service; custodial service; pest control; fire protection system maintenance; grounds maintenance to include snow and ice removal; security support (security guard service and administrative security support 24/7); and movement of furniture.

We developed a web-based automated maintenance request system that included status reporting, as well as material costs and man-hours used for repairs.  This system provided a capability for more efficient use of manpower, as well as capturing the actual costs of repairs and materials used and provided management with the ability to monitor status of repairs in real time.

We coordinated and managed vendor maintenance that was beyond internal capabilities, as well as established procedures that ensured best cost to the government when those services were required.

US Air Force – Air National Guard

Air National Guard

ACI provides the ANG ERS Subject Matter Expert support. Our SMEs are responsible for capturing the warfighter’s identification and coordination of ANG Support Equipment Transformation equipment requirements.In addtion, we provide integral expertise to management in the maintenance, execution, and funding in support of ERS.  Our personnel also provide policy development support.  Our logistics managers provide assistance and guidance to over 90 unit Equipment Accountability Office Managers and 250 geographically separated units

The Office of the Assistant Secretary of the Army for Acquisition, Logistics and Technology’s mission is to provide our Soldiers a decisive advantage in any mission by maintaining quality acquisition professionals to develop, acquire, field, and sustain the world’s best equipment and services through efficient leveraging of technologies and capabilities to meet current and future Army needs.

As a subcontractor, ACI provides Administrative Support, Technical Analysts, and SharePoint Support to meet the evolving needs of the US Army.

In concert with the prime, we provide management oversight and coordination of all ACI personnel to ensure that the ASA(ALT) receives the best services possible, at the best price available.  Our personnel provide effective and efficient services that are well thought of throughout the ASA(ALT).

DOS - Antiterrorism Support

Antiterrorism Assistance Program

Subcontractor / Department of State / Bureau of Diplomatic Security

ACI supports multiple prime contractors for the Department of State, Diplomatic Security Service, Antiterrorism Assistance Program (ATA). ACI has supported this effort by developing training and by providing instructors to deliver training on behalf of the Department of State to selected local and foreign police and security forces worldwide.

ACI is responsible for recruiting, managing, and providing Subject Matter Experts for mobile training teams and ensuring that they are in-place and available to train on the scheduled dates. Training is provided at domestic and international venues. To date, ACI has supported training work in nearly thirty countries, including six in Africa. Many of these meet third world criteria. ACI personnel have worked in Kenya, Nigeria, Liberia, Botswana, Djibouti, Tunisia, Mauritius, Nepal, Malaysia, Pakistan, Colombia, El Salvador, Macedonia, Philippines, Bosnia, UAE, Bahamas, Thailand, Egypt, India, Indonesia, Jordan, Kuwait, Singapore, St. Kitts, Tajikistan, Sri Lanka, Qatar, Yemen, Mexico, Chad, Niger, Paraguay, Indonesia, Ethiopia, South Africa, Hungary, Uganda, Argentina, and Senegal.

HUD - PIH Support

Public Housing Operating Negotiated Rulemaking

Subcontractor – Housing and Urban Development

As a subcontractor, ACI supported the Operating Negotiated Rulemaking function at HUD. ACI reviewed methodologies for establishing project expense levels and considered other changes in the Operating fund rule as a result of prior rulemaking proceedings. ACI was involved in supporting the public housing initiative of conversion to asset management and performed key financial and data analysis to assess the impact of the new operating fund formula, including:

  • Financial and Quantitative Analysis: The team developed a scenario tool to aid HUD decision makers in the negotiated rule making process. The team assembled relevant data from sources including PIH, FASS-PH, and FHA to populate the scenario tool. During the negotiated rulemaking sessions, when HUD decision makers have specific data related questions, the team will use the scenario tool to provide quick turnaround, detailed, ad hoc reports.
  • Policy Analysis: The team developed 14 discussion papers on topics including: the current Operating Fund formula, PIH Information Center (PIC), Small PHAs and Management Fees. The team researched each topic, performed data analyses when appropriate, provided background information, and laid out key talking points for discussion in each paper. These papers will be used to inform HUD decision makers and direct discussion topics during the negotiated rulemaking sessions.

Operating Subsidy Data Analysis

Subcontractor – Housing and Urban Development

The Department of Housing and Urban Development’s (HUD’s) Public Housing Operating Fund provides $4.5 billion in funding to over 3,100 public housing authorities (PHAs) nationwide. ACI provided data analysis and program administration support to the Operating Fund program. The team was responsible for performing key financial and data analyses to identify trends and data anomalies. The team also produced the Financial Assessment Subsystem (FASS) and Public Housing Assessment System (PHAS) scores for over 3,100 PHAs. ACI managed the full data spectrum from gathering, reconciling, validating, analyzing and final delivery and recommendations. Additionally, the team provided a wide range of services, including the following:

  • Financial and Quantitative Analysis: The team performs key financial and data analyses using HUD-52723 data and data obtained from the Financial Assessment Subsystem – Public Housing (FASS-PH) to identify trends and data anomalies. ACI also performs key economic and statistical analyses to aid HUD’s policymaking initiatives.
  • PHAS and FASS Scoring: The team is generating a FASS score for more than 3,100 PHAs. The team is using data from the FASS system to generate FASS scores. Once the team receives the data, quality control procedures are applied. The team enters the data into an MS Access tool, in which all scoring algorithms were built. The MS Access tool applies financial ratios and based on the outcome if these ratios, generates a score. Once the FASS score is generated the team is compiling the PASS, MASS, and RASS scores and generating an overall PHAS score. The team was chosen for this task because of their understanding of PHAS scoring and their modeling capabilities.
  • Risk Assessment: The team has developed multiple tools to assist in the risk assessment of PHAs. The team developed a risk assessment dashboard to assist Field Offices in determining which projects present the most risk, so that these projects can receive a Field Office review. The dashboard is an MS Excel model that incorporates financial ratios, the PASS score, and management ratios to rank risk. The team also developed an MS Excel tool that assists financial analysts in reviewing project level FDS submissions, called the FDS Review Tool. The FDS Review Tool employs financial and management ratios to assess risk.
